PAIA / POPIA Manual

This manual is published in accordance with the Promotion of Access to Information Act, 2000 (PAIA) and the Protection of Personal Information Act, 2013 (POPIA). It explains how to request access to records held by PRIME ICT and how we process personal information.
1. Introduction
PRIME ICT is a private body for the purposes of PAIA. This manual assists requesters who wish to exercise their right to access information and informs data subjects about how their personal information is handled.

4. Legislation Covered
This manual gives effect to the rights under PAIA and addresses the conditions for lawful processing of personal information under POPIA.
5. Categories of Records Held
- Customer and contract records, including service and billing information.
- Technical and network records such as circuit IDs and usage data.
- Support and incident records.
- Supplier and vendor records.
- Financial and accounting records.
- Human resources records (where applicable).
- Records that may be required by other legislation.
6. How to Request Access (PAIA section 53)
- Submit a request in writing to the Information Officer.
- Provide sufficient detail to identify the record requested.
- State the requester's identity and the right being exercised.
- Indicate the form of access required.
- We will respond within the statutory timeframe and may charge prescribed fees.
7. Grounds for Refusal
Access may be refused on the grounds set out in PAIA, including protection of third-party personal information, commercial information, and mandatory protections under the Act. We will provide reasons for any refusal.
8. Conditions for Lawful Processing (POPIA)
We process personal information in line with the POPIA conditions: accountability, processing limitation, purpose specification, further processing limitation, information quality, openness, security safeguards, and data subject participation.
9. Data Subject Rights
- Be informed about the processing of their personal information.
- Access and request correction or deletion of their information.
- Object to processing and withdraw consent where applicable.
- Lodge a complaint with the Information Regulator.
10. Objections & Complaints
A data subject may object to the processing of their personal information and may lodge a complaint with the Information Regulator if they believe their rights under POPIA have been infringed.
11. Fees
Where applicable, fees for access to records are charged in accordance with the PAIA regulations. We will inform you of any fees before processing a request.
12. Updates to This Manual
We may update this manual to reflect changes in our records, processes, or the law. The current version is always the one published on our website.
